Division Overview

Tax, Revenue and Transportation

The Division represents the Department of Tax and Revenue, the Tax Commissioner, Alcohol Beverage and Control Commissioner, Department of Motor Vehicles, Lottery, Racing Commission, Department of Environmental Protection, as well as representing the State in the Court of Claims and at Workers' Compensation Hearings. This representation often begins early, at the administrative level and sometimes extends as far as the Supreme Court (both state and federal), with considerable work at all levels in between.

The work of this Division involves everything from rendering legal advice to client agencies concerning their everyday operation, to discovery-oriented, fact-intensive litigation concerning construction and employment contracts, to research-oriented litigation involving purely legal issues of statutory and constitutional interpretation.

Kathy is a life long resident of West Virginia who graduated from West Virginia University with a B.A. in Liberal Arts in 1982 and was inducted into Phi Beta Kappa. In 1985 she graduated from the West Virginia University College of Law and returned to Wheeling to begin her practice of law. Prior to joining the Attorney General’s office in 1989, she was a partner in the law firm of Goodwin, Quinn, Dodd and Schultz. She came to the Attorney General’s Office as an Assistant Attorney General and is now a Senior Deputy Attorney General, managing the Tax, Revenue, Court of Claims and Transportation Division. Ms. Schultz has practiced before the West Virginia Supreme Court of Appeals, the District Court for the Southern and Northern Districts of West Virginia, the Fourth Circuit Court of Appeals and is admitted to practice in the United States Supreme Court.
