Division Overview
Attorney General McGraw's Consumer Protection and Antitrust Divisions operate under the direction of one Deputy Attorney General. The Divisions are responsible for enforcing the West Virginia Consumer Credit and Protection Act, W. Va. Code § 46A-1-101 et seq.; the West Virginia Antitrust Act, W. Va. Code § 47-18-1 et seq.; and the Preneed Funeral Contracts Act, W. Va. Code § 47-14-1 et seq. There are five Assistant Attorneys General assigned to the two Divisions. One attorney is assigned full-time to enforce the Antitrust Act, one attorney is assigned half-time to the Preneed Funeral Unit, and the remaining lawyers on staff are responsible for enforcing the West Virginia Consumer Credit and Protection Act (the Act). During this reporting period, the Division received $69,409,945.62 in refunds, debt cancellation, value received, and funds for consumer education for the State and its citizens.

Jill graduated from West Virginia University College of Law in 1987. While in law school, Jill served as a research editor for the West Virginia Law Review, and was the winner of the first year moot court competition.
After graduating, Jill clerked for the West Virginia Supreme Court of Appeals. In 1989, she was hired as a personal clerk to Supreme Court Justice Thomas Miller. In February 1994, Jill joined the Attorney General’s office as an Assistant Attorney General. Within eighteen months, she was promoted to a Deputy Attorney General over the Consumer Protection and Antitrust Divisions.
Once she was put in charge, Jill got very strict marching orders from Attorney General McGraw. McGraw wanted his consumer protection division to be like no other. He was greatly disturbed to learn that even though the West Virginia Consumer Credit and Protection Act had been enacted in 1974,it had rarely been enforced. McGraw quickly decided to make consumer protection his number one priority.
In 1995, when McGraw first started monitoring the success of his consumer protection division, the state and its citizens received less than $1 million. Since 1995, as a result of his staff’s hard work and dedication, the state and its citizens have received approximately $523 million in refunds, debt cancellation, services, products, and civil penalties.
Last year, Jill was elected president of the National Association of Consumer Agency Administrators (NACAA), at the organizations annual meeting. NACAA members are front-line public and private advocates who work to solve consumer problems, prosecute offenders, advance consumer-friendly legislation, and educate the public. NACAA members include over 160 government agencies and 50 corporate consumer offices worldwide. Jill will serve a two-year term.
When not slaving away at her job, Jill spends her spare time with her husband, John Knisely, and her thirteen-year-old twins, Lawson and Julia.
